Action Alert: National Register Final Rule, Request Meeting & Consultation

Washington, D.C. – The National Association of Tribal Historic Preservation Officers (NATHPO) announces the action alert for National Register Final Rule, Request Meeting & Consultation.

SUMMARY

The DOI/NPS Rule that would fundamentally alter the National Register of Historic Places’ process has moved from Proposed to Final and has been sent to the Office of Information and Regulatory Affairs (OIRA) at the White House for interagency review. We now have another chance to engage, but you must act now.

OIRA is required to seek the state, local, and tribal governments’ views as it conducts its rule review (under Executive Order 12866).

ACTION

We strongly encourage you to request a meeting through the online Schedule An E.O. 12866 Meeting Form (reference RIN: 1024-AE49) and also directly request government-to-government consultation with OIRA (under Executive Order 13175). These are two separate processes, and you are uniquely positioned to use both!

1. Request Meeting. Use the online Schedule An E.O. 12866 Meeting Form for a meeting with OIRA under EO 12866. It has been indicated to us that if OIRA should conclude this review before all of the meetings, they schedule to consider our input, the meetings will be canceled. Please act immediately.

2. Send Letter. Feel free to use the NATHPO Comment Letter 2019 (.pdf, 227 kb) as needed in your own comments and letters. We suggest including specific examples from your community of resources and places that would be impacted by these changes. The rule is proceeding unchanged based on the overwhelmingly negative feedback NPS received, so it is still relevant.
