FCC Declaratory Ruling-Clarification Native Participation, Cell Tower

General Summary:
* If an Applicant has made two good faith efforts over 40 days to obtain a response from a Native entity, and has not received one, the Applicant will notify the FCC in a written format.
*  The FCC will, in turn, notify the Native entity in a written format and telephone call of the Applicant's interest.
*  The Native entity will then have 20 days to respond -- as to their interest in participating in the the review (from the time that the FCC provided notice).
*  Attached to the Ruling is a list (25 pages long) of the cell tower projects that may proceed (completed tribal review).
